Fragmented Data to Credible Reporting

A standardized Scope 1 & 2 emissions framework helped dairy processors measure, report and communicate emissions with consistency and confidence.

OUTPUT:
Our role in this project was translational. Developing tools for a standardized yet operationally flexible framework that dairy processors could adopt to measure, report and communicate their emissions with credibility and efficiency.

We developed an integrated suite of materials, designed to function across the audiences, that connects common measurement infrastructure, stakeholder-specific communication tools, and a clear, evidence-backed narrative that connects GHG accounting to transparent reporting.

CONTEXT AND FINDINGS:
The industry needed a common language for emissions.
Demand for transparent, credible greenhouse gas reporting across the dairy value chain was growing — driven by investor scrutiny, supply chain mandates and voluntary commitments to net zero. But there was no consistent way to measure Scope 1 and 2 emissions across processors. Each organization approached GHG accounting differently, producing data that was difficult to compare, benchmark or defend.

The Main Problem: Four items were undermining reporting integrity
Challenges in building a transparent and credible GHG emissions reporting tool:
1. Inconsistent measurement practices: Variability in dairy processing operations led to different methodologies — making benchmarking across processors unreliable.
2. Multi-framework complexity: Processors needed to align with GHG Protocol, SBTi and CDP simultaneously — but had no practical pathway to translate global standards into operational systems.
3. Resource & cost constraints: Building a GHG inventory from scratch required significant time and internal expertise that most processors did not have.
4. Credibility & transparency differences: Without a shared methodology, non-comparable data risked undermining stakeholder trust from investors and industry associations.

OUR SOLUTION APPROACH
A stakeholder-aligned framework built for operational reality

Scope 1 & 2 guidance materials were developed through a deliberate process that balanced technical rigor with practical industry application using the following sequence:
• Stakeholder Engagement & Industry Alignment: Dairy processors, cooperatives and industry organizations identified accounting approaches that were both credible and realistic within day-to-day facility operations.
• Framework Development Aligned to GHG Protocol: A methodology was created aligning with the Greenhouse Gas Protocol while also ensuring compatibility with reporting frameworks such as Science Based Targets initiative and CDP, with enough flexibility to reflect differences in processor size, structure and operational complexity.
• Core Guidance Material Development: Produced a Scope 1 & 2 Guidance Handbook, a GHG Inventory Guidance document and a Reporting Handbook. Each with supporting methodology documentation to ensure assumptions are transparent and reproducible.
• Education & Capacity Building: Sustainability education campaigns, workshops and training materials built internal emissions accounting fluency across processor teams.

RESULTS
The development of the Scope 1 & 2 guidance materials delivered measurable value to dairy processors by helping communicate the creation of a standardized accounting framework that provided lower implementation costs and strengthened reporting credibility.

Once the methodology was established, Illustra began developing guidance material, resulting in a comprehensive suite of resources including a Scope 1 & 2 Guidance Handbook, a GHG Inventory Guidance document and a Reporting Handbook. Each resource was supported by detailed methodology documentation so that calculations, assumptions, and reporting practices remained transparent and reproducible across organizations.

The final phase focused on education and capacity building, where sustainability campaigns, workshops and training materials were created to strengthen internal emissions accounting knowledge among processor teams. This ensured organizations could apply the guidance consistently over time.
